Ordained a priest in 1966 by Cardinal Florit, in 1992 he became Vicar General of the Archdiocese of Florence. In 1994 he was appointed bishop of Massa Marittima-Piombino by John Paul and then, in 1998, bishop of Arezzo, where he characterised his ministry by a particular focus on social communications and work.
In 2009 Benedict XVI appointed him bishop of Perugia-Città della Pieve and in the consistory of 2014 he was created cardinal. In 2017 he became President of the Italian Bishops' Conference, a position he held until 2022. Today he is archbishop emeritus of Perugia.
