She was Ambassador of Tanzania to the United States and Permanent Secretary of the Tanzanian Ministry of Foreign Affairs and International Cooperation. As the first executive secretary of the International Conference on the Great Lakes Region in Africa for Peace, Stability and Development, she helped negotiate the return of the Tutsis to Rwanda after exile.
Since last April she is Tanzania's Minister of Foreign Affairs, the second woman to hold this position in the country.
