A graduate in Law from La Sapienza University of Rome, he was first elected to the European Parliament in 1994.

President of the European Parliament (2017-2019), Chairman of the Committee on Constitutional Affairs and the Conference of Committee Chairmen of the European Parliament (2019-2022), since October 2022 he has been Vice President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation.
